Title XX of the U.S. Social Security Act as amended by the Omnibus Reconciliation Act of 1981 (Public Law 97-35) requires that the public be offered an opportunity to comment on the state's proposed spending plan for the federal grant funds it receives. This is done through public hearings or notices that copies of the proposed plan are available at any county DHR office. These files document that the state has compiled with the law. The files contain copies of the plan, copies of ads and correspondence relating to them, and transcripts of public hearings regarding the proposed spending plans.
